New Export License Policy

In accordance with the "Foreign Trade Law of the People's Republic of China", the "Regulations of the People's Republic of China on the Administration of the Import and Export of Goods", the "Measures for the Administration of Export License", and other laws, administrative regulations and rules, the Ministry of Commerce and the General Administration of Customs have decided to adjust the "Catalogue of Goods Subject to Export License Management (2025)" (hereinafter referred to as the "Catalogue").

The relevant matters are announced as follows:

1. Certain steel products (see the attached list) will be included in the Catalogue.

2. Foreign trade operators exporting the above-mentioned goods shall apply for export licenses based on the export contract of the goods and the product quality inspection certificate issued by the manufacturer. The Ministry of Commerce and the provincial-level local (provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status, and Xinjiang Production and Construction Corps) and certain sub-provincial-level city (Shenyang City, Changchun City, Harbin City, Nanjing City, Wuhan City, Guangzhou City, Chengdu City, Xi'an City) commerce authorities entrusted by the Ministry of Commerce shall issue export licenses in accordance with their respective responsibilities. For export licenses applied for by enterprises under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council in Beijing, the License Bureau of the Ministry of Commerce shall issue them. For other enterprises, the provincial-level local or sub-provincial-level city commerce authorities where they are located shall issue the export licenses. Other matters not covered herein shall be implemented in accordance with the announcement No. 65 of 2024 issued by the Ministry of Commerce and the General Administration of Customs.

3. This announcement shall come into effect on January 1, 2026. Attachment: Catalogue of Certain Steel Products Subject to Export License Management
